History of Initiative
Pambahui Lake is an area that is utilized in a limited way by the community of Penda Barania village. The community has been managing Pambahui Lake for generations to meet daily needs, such as: fishing, vegetables, medicinal plants, and so on. The rules that apply at Pambahui Lake until now are still in the form of unwritten rules and are conveyed orally as beliefs originating from ancestors and mythological stories. Given the high conservation and tourism value of Pambahui Lake, the community has now initiated the creation of a Village Regulation on the Protection of Pambahui Lake.
Management Practices
In managing Pambahui Lake, the community has an obligation to protect the lake so that the ecosystem is not polluted and damaged. The village community is allowed to utilize and catch fish in the lake. However, until now, there are no regulations governing lake management—meanwhile, people from inside and outside the village are still free to enter the lake. In general, the community is prohibited from catching fish using electricity, bombs, fish poison (putas). If someone violates this, they will be reprimanded by the community, and if they repeat the offense, they will be processed to the village or to the police. Furthermore, the establishment of village regulations regarding the management of Pambahui Lake is still in the planning stage. Currently, the management of Pambahui Lake is only monitored by the village government.
Biodiversity
The management and protection carried out by the Penda Barania Village Community towards Pambahui Lake has contributed to the preservation of the lake ecosystem and biodiversity. The area of Pambahui Lake and its surroundings has diverse flora and fauna, such as: flora (Kahui/balangeran, Belawan, Bangaris, Ehang, Galam tikus, Garunggang Rawa, Hanjalutung, Hantangan, Kaja Laki, Kapur Naga, Katiau, Lanan (Meranti Merah), Mahang, Martibu, Papung, Parupuk Galagah, Tarantang, Tumih, Tilap, Balanti, Rangas/jingah, Gantalang, Pahera, Keruing Gandis, Kaja, Kananga, Rasak Danum) and fauna 1) fish (Lais, Riyu, Papuyu, Banta, Baung, Patin, Kakapar, Pantik, Sasapat siam, Tapah/Tampahas, Lele/Pentet, Sasapat, Karandang, Lawang, Biawan, Jelawat/Manjuhan, Kihong, Udang gambut, Uang air tawar, Bakut, Pipih/Balida, Saluang, Bilis, Kalatau); 2) wildlife (Kahiu/orangutan, Kalawet, Bekantan, Bakei/Monkey, Ahem/anteater, Squirrel, honey bear, Dengen/otter, wildcat, Bajawak/monitor lizard, Crocodile, Angui, Sangahau, Kelep/turtle, tokek, Python/handipe Panganen, Tadung snake/handipe hanjaliwan, snake/handipe marawak); 3) birds (Punai, Tabuan, Tekukur, Belibis, Pungau, Sabaru, Baburak, Kajajau, Murai, Murai Batu, Cicak Hijau, Baliang, Antang, Tabunau, Ampit, Tiung, Bakaka). The rules for fishing in Pambahui Lake strongly recommend not using harmful fishing gear such as: electricity, bombs, fish poison (putas). This prohibition helps to have an impact on the ecosystem by reducing the risk of damage to the lake habitat.
Legal Holders
The Dayak Ngaju Indigenous Community does not yet have legislation regulating the recognition and protection of indigenous people's rights or the recognition of protected areas. However, the Indigenous Community in Pulang Pisau Regency has a legal basis related to the Establishment of the Indigenous Law Community Committee of Pulang Pisau Regency through the Regent's Decree Number 44 of 2019.
