History of Initiative

The Kenegerian Batu Sanggan is derived from the word Sanggan which means a large pot. There is a story that in the past, a pot was submerged by the community at the mouth of the river, so this river was named the Sanggan River, and at that time there were people living around the mouth of the Batu Sanggan river. Currently, the Kenegerian Batu Sanggan has moved to the other side of the river which is further downstream, the move occurred because the community sought a safer place to live—because the Batu Sanggan community was afraid of the fish at the mouth of the Batu Sanggan river, at that time the fish were very large and in large numbers always frightened the residents who were in the river, and even chased by large fish. The Kenegerian Batu Sanggan community has a distinctive area of management, namely: Lubuk Larangan.

Lubuk Larangan is one of the local wisdoms of the indigenous people in Kampar Kiri in managing natural resources sustainably, especially river management. The history of the lubuk larangan was first organized in 1979 after a major flood. The lubuk larangan provides positive value to the community, not only as income for the Kenegerian, but the lubuk larangan also fosters a strong sense of brotherhood (evident from many people outside participating), creates a sense of community cohesion, nurtures a high sense of care for the village, and plays a role in the preservation of fish and rivers.

The Lubuk Larangan of Kenegerian Batu Sanggan is divided into two areas, namely: 1) the lubuk larangan of ninik mamak; 2) the lubuk larangan of the youth. Both lubuk larangan serve the same purpose, which is for the interests of the Kenegerian Batu Sanggan. The results of the fish harvest will later be divided into three parts, namely for the ninik mamak fund, for the youth fund, and for places of worship. The practice of lubuk larangan is carried out in the river that flows through the Kenegerian Batu Sanggan area, namely the Subayang River—which is the only transportation route for people and goods using motorboats from upstream to downstream. Along the flow of the Subayang River, there are six kenegerian, namely: Kenegerian Batu Sanggan, Kenegerian Malako Kociak, Kenegerian Gajah Bertalut, Kenegerian Aur Kuning, Kenegerian Terusan, and Kenegerian Pangkalan Serai.

Management Practices

1. Ninik Mamak is the leader of each clan within the kenegerian or customary leader (the elder in the village). Ninik Mamak in the customary structure is under a khalifah. The ninik mamak apparatus consists of Hulubalang and Malin.

2. Datuk Godang Kanegeri plays a role in holding domestic policies. The leader of each kenegerian is generally referred to as datuk godang kanegeri as the highest leader within the kenegerian.

3. Dubalang is a person chosen to assist the tasks of Ninik Mamak. Functions as the right hand of ninik mamak. Dubalang exists in each clan.

4. Tunganai plays a role in marriage to inform other clans. Tunganai is divided into tunganai rumah and tunganai kampung, where tunganai rumah refers to relatives or siblings within the house.

Biodiversity

The practice of managing Lubuk Larangan contributes to the preservation of river ecosystems so that they are not damaged by the communities living around the area. The Kenegerian Batu Sanggan community shows its concern for the river; they protect the river by implementing a fish harvesting system—they patiently obtain harvests within a collectively determined time. Although they do not get fish for free, they adhere to customary rules and happily continue to maintain the Lubuk Larangan area. This condition shows that the practice of managing Lubuk Larangan provides positive value to the community, not only as income for the kenegerian, but Lubuk Larangan also fosters a strong sense of brotherhood evident from many people outside participating, creates a sense of community cohesion, nurtures a high sense of care for the village, and plays a role in the preservation of ecosystems and fish species in the Subayang River. Ecosystem preservation can be seen from how the Kenegerian Batu Sanggan community acts towards the river. They do not throw garbage and household waste into the river. In addition, the community also uses safe tools when catching fish such as nets, traps, and iron arrow guns—this does not pollute the river, does not cause mass death of fish, and does not disturb other river habitats. The existence of the lubuk larangan is maintained by the indigenous community of Kenegerian Batu Sanggan to this day, showing that the lubuk larangan has become a symbol of identity or representation of local practices successfully carried out by indigenous people in managing their own conservation areas.

Legal Holders

The Kenegerian Batu Sanggan community has several legal bases to be recognized as subjects of Customary Law Communities through Regional Regulation of Kampar Regency Number 12 of 1999 concerning Ulayat Land Rights; Decree of the Kampar Regent Number 660/DLH-IV.2/32 on the Establishment of the Registration Team for the Determination of Customary Law Communities, Customary Areas, and Customary Forests in Kampar Regency; Decree of the Kampar Regent No. 664/DPMD/IX/2023 on the Establishment of the MHA Committee. Then, the establishment of the Regent's Decree No. 660-490/X/2018 concerning Customary Law Communities and Ulayat Land Rights of Kenegerian Batu Sanggan, the Khalifah of Batu Sanggan, Batu Sanggan Village, Kampar Kiri Hulu District, Kampar Regency.
