Seven Notes on Improving the KSDAHE Bill for Strengthening the Role and Participation of Communities in Conservation Implementation
The KSDAHE Bill proposed by the DPR to replace Law Number 5 of 1990 on the Conservation of Biological Natural Resources and Their Ecosystems contains several new positive elements. However, the KSDAHE Bill has not fully changed the conservation model, which is very state-centered. Meanwhile, global developments show the importance of the role of indigenous and local communities in conservation. There are already many successful examples of communities conducting conservation. It is time for indigenous and local communities to no longer be viewed as threats, but as main actors who can work alongside the government in conservation implementation.
